The MHSDS Upskilling Programme, a collaborative initiative by the NHSE Mental Health Infrastructure Team, NHSE regions, and ICBs, including Voluntary, Community, and Social (VCS) and Independent Healthcare Sector (IHS) organizations, is designed to empower Mental Health system colleagues with the essential knowledge and skills required to comprehend and effectively utilize the Mental Health Services Data Set (MHSDS).
This skills-focused program offers a training modules for diverse stakeholders working or delivering service at the local level. This includes clinical staff, service managers, commissioners, contract managers, analysts, and smaller providers responsible for submitting data to the MHSDS.
At its core, this initiative aims to contribute to a cultural shift within NHS mental health services by building confidence in the workforce regarding data submission and usage, and fostering a deeper understanding of the MHSDS as a secondary-use dataset, to enhance patient outcomes and improve the overall quality of mental healthcare services.
The program includes different training materials, guidance, and resources covering the importance of data collection, the process of submitting data, additional guidance for smaller providers, protected characteristics data, understanding outcomes measures, accessing and using the data to inform the commissioning and monitoring of services.
The primary focus of this training program is on individuals with an interest in or responsibility for submitting or quality assuring data recorded in the MHSDS:
In addition to these audiences, the training program also extends its benefits to colleagues operating at national and regional levels. This includes Mental Health policy leads, Regional BI Analysts, and senior leads, offering valuable modules tailored to their roles within this comprehensive training program.
To access this elfh programme, you will require a Learning Hub account. If you do not have one, then you can register by selecting the Register button below. Note that if you hold a full elfh account, you can sign into the Learning Hub using your existing login credentials.

NHS healthcare staff in England – ESR
The Mental Health Services Data Set (MHSDS) Upskilling programme is also available to NHS healthcare staff via the Electronic Staff Record (ESR). Accessing this e-learning via ESR means that your completions will transfer with you throughout your NHS career.
Not an NHS organisation?
If you are not an NHS health or care organisation and therefore do not qualify for free access to the Learning Hub, you may be able to access the service if you have an existing OpenAthens account. Please go to Learning Hub and sign in with your existing credentials.
