Chief Executive updates

A long-term strategic framework for workforce planning by spring 2022

Earlier this year HEE was commissioned to convene work with leaders, influencers and advocates to co-design and shape a long-term strategic framework for workforce planning by spring 2022.
For the first time ever, this will span health and social care, and will also include regulated professionals working in social care, like social workers, nurses, and occupational therapists.
On 1 November, we were delighted to co-host our first Deliberative Event, to start the conversation with stakeholders. Over 200 senior leaders from across health and social care, as well as representatives from the third sector and those representing people who need and receive care, attended. Read more on the HEE website.

‘This is a crisis now and we need to act now’ Navina Evans pledges HEE’s commitment around a greener NHS in honour of COP26

COP26 is now taking place now in Glasgow until 12 November 2021, and any decisions made could lead to big changes to our everyday lives.
The Greener NHS programme is working with colleagues, hospitals, and our partners to build on the great work that’s been done so far on reducing the impact on public health, and the environment, while also saving money. Read more on the HEE website.

HEE COVID-19 latest updates

We have created a COVID-19 update webpage that provides guidance and information from HEE, which applies to all students and trainees. This webpage also includes HEE COVID-19 surge guidance.

COVID Vaccination

Health Education England (HEE) is encouraging all health and care trainees, students and learners, to ensure they have had both doses of a Covid-19 vaccine unless they are medically exempt.

This follows the Government announcement that COVID-19 vaccination will be a condition of deployment for all frontline health and social care workers from 1 April 2022. The requirement will apply to all staff, trainees and volunteers who have direct face-to-face contact with people receiving care.

Professor Mark Radford, Chief Nurse, Health Education England is leading HEE’s drive to encourage trainee, learner and student vaccinations which will protect them, their families and the people they may be caring for and enable them to take part in their clinical learning placements.

Over the next few months, more information will be provided for trainees, students or learners who wish to opt not to have the vaccination without medical reasons and for those who are exempt and may require further information on how to continue with placements.

Award for HEE supported children and young people’s mental health crisis resources

The ‘We Can Talk: Fundamentals of Compassionate Care’ online learning resource, which was commissioned and supported by HEE’s national mental health team, has won a Nursing Times Award in the Emergency and Critical Care category.

Filmed during last year’s lockdown, the online resources were developed and curated with the voices and experiences of young people. By understanding the needs and experiences of young people using this resource, health and care professionals will have improved knowledge and confidence when supporting young people in a mental health crisis.

New Guide to Practice-Based Learning for Allied Health Professional (AHP) Students in Research

This guide shows the possibilities and benefits of offering practice-based learning in research for Allied Health Professional (AHP) students. The ideas and examples show how practice-based learning in research can enable students to achieve their learning outcomes and enhance their professional skills and employability.

Are you effectively mobilising your knowledge?

Enabling the health and care workforce to access and use high-quality evidence and knowledge is fundamental to the delivery of high-quality care.

Each November (#KNOWvember21) NHS knowledge and library specialists take the opportunity to showcase the many ways in which they mobilise evidence and knowledge. During the month the emphasis is on encouraging more people in the NHS to apply and use evidence, build know-how, continue to learn and drive innovation to transform services and improve the quality of healthcare services and healthcare outcomes.

It is also an opportunity for all those in health and care to share and learn from each other. NHS knowledge and library teams are in place to provide individuals, teams and organisations with evidence and knowledge to meet their needs as well as converting this into evidence and knowledge that is easily accessible and digestible to make a real difference to informing healthcare decisions.

New patient safety training for all staff, now available

In partnership with NHS England and the Academy of Medical Royal Colleges, HEE has published new patient safety training materials. The training materials can be found on the elearning for healthcare hub. The training has five levels, which build on each other, the first two levels Essentials for patient safety and Access to practice are available now. The first level, Essentials for patient safety, is the starting point and all NHS staff, even those in non-patient facing roles are encouraged to complete it. Level two, Access to practice is intended for those who have an interest in understanding more about patient safety and those who want to go on to access the higher levels of training.

The training has been devised following the publication of the NHS Patient Safety Strategy which contains a patient safety syllabus. The syllabus sets out a new approach to patient safety emphasising a proactive approach to identifying risks to safe care while also including systems thinking and human factors, all of which has been incorporated into the training. Levels three to five of the training are expected to be available by the end of March 2022.

Covid-19 Training Recovery Programme
This week Health Education England (HEE) has published an interim report which outlines the approach being taken, across the system, to define, manage and reduce the risks to the wellbeing, numbers, and future supply of the medical workforce.

The purpose of three phases – reset, recover and reform – respectively, has been to:

  • minimise the initial impact of the pandemic on training and progression
  • support trainees and educators with wellbeing and training recovery and
  • lock in the innovations developed during the first two phases, to deliver long-term improvements in PGME and build future resilience into the medical education pipeline.

As well as outlining the approach being taken to manage the current position, the COVID-19 Training Recovery Programme Interim Report also sets out the joint commitments for continuing to build upon and embed the progress that has been made to facilitate training recovery and secure future improvements to PGME.

The pandemic has impacted every trainee differently which is seeing each region needing to approach the recovery in a different way based on their local need.  To demonstrate the different approaches a catalogue of case studies, that include local and regional initiatives to support training recovery and address the learning impact of COVID-19 on doctors in training, has been added to the Learning Hub.

New programme to boost critical care workforce launches

More Nurses and Allied Health Professionals will receive specialist training in critical care as a new blended learning package, aimed at strengthening the workforce in intensive care units, is rolled out across England.

Health Education England (HEE) secured £10m to deliver this specialist training which will support as many as 10,500 nursing staff to further their careers in critical care. It will be delivered as a blended learning course, offering more flexible access to participants so they are able to balance commitments such as having a family, being a carer or not being able to travel. Weekly messages from HEE

Read recent messages from Dr Navina Evans, Chief Executive, HEE:

I am incredibly proud of my colleagues in HEE for their work during a uniquely difficult year

As Navina approaches her first anniversary as Chief Executive at Health Education England (HEE), she reflects on what we and the wider NHS have faced due to the impact of COVID-19 on services, our people, and of course patients. HEE’s people played their role by helping over 40,000 students and trainees offer their services to the front line. We have worked in partnership with NHS England and NHS Improvement, the Department of Health and Social Care, HEIs, employers and professional regulators to support the system when it needed it most. We also provided global education through our HEE eLearning for Healthcare COVID-19 programme, free of charge, with over 4.5million session launches across the world. Read Navina’s blog in full here.

Re-appointment for HEE Chair and board members

If we want doctors tomorrow, we must continue to train and support them today

In Prof Sheona MacLeod’s latest training recovery update, she recognises the impact the waves of the pandemic have had on the education and  training of healthcare learners including postgraduate doctors in training – and why HEE has  refreshed the guidance on managing the training workforce. This reaffirms the need to retain learners on programmes and maintain training wherever possible and it has updated processes for decisions about deployment into service. Read Sheona’s full update here.

New Respiratory Surge in Children programme now available

Health Education England, supported by NHS England and NHS Improvement Paediatric Critical Care Operational Delivery Networks and the Paediatric Critical Care Society, has launched a new programme for all NHS healthcare staff who care for unwell children in preparation for the anticipated surge in respiratory infections in 2021-22.

The Respiratory Surge in Children programme is a digital repository of training resources for self-directed learning, as well as for trainers and educators, to support the cross-skilling of the workforce to increase capacity and enhance capability in response to the expected and experienced increase in prevalence of respiratory illnesses in children.

The programme presents e-learning as a mix of short videos, narrated presentations, PDFs and links to blogs and webinars – all designed to let the leaner access the content they need, in an educational form that suits them. The team continues to seek additional content, and feedback, on the work so far to co-create a programme that meets the needs of the workforce. You can get in touch to discuss specific needs, provide feedback, or share resources by emailing LTLC@hee.nhs.uk.

Midwifery

Explore genomics in midwifery

Genomics is fundamental to midwifery practice. It allows midwives to predict and prepare for situations in pregnancy to better protect and care for the parent and child. To help midwives recognise the significance of genomics in their practice, the Genomics Education Programme (GEP) has created a new resource in the Genomics in Healthcare series: Genomics in Midwifery. The webpage brings together tips and tools to support midwives at any point of their career and at any stage of their genomics learning journey.

The resource brings together a variety of learning opportunities, including an introductory animation highlighting the importance of genomics in midwifery practice, a pregnancy touchpoint walkthrough with good practice tips and a case study that explores why early information about family history can have such a big impact on care. View the resource on our website.

Dental

New plans for dental training reform in England to tackle inequalities in patient oral health

HEE has published an ambitious four-year plan to develop a workforce more able to address oral health inequalities across the population by reforming dental education and training. The Advancing Dental Care (ADC) Review report concludes a three-year review to identify and develop a future dental education and training infrastructure that produces a skilled multi-professional oral health workforce, which can support patient and population needs within the NHS. Independent evaluation of the Global Digital Exemplar programme

An independent evaluation of the Global Digital Exemplar (GDE) programme has been published by Edinburgh University.

The evaluation report indicates that the GDE programme achieved what it set out to do, namely stimulating digitally enabled transformation and the sharing of knowledge between participating provider organisations and programme managers. These were the twin goals of the programme.

An executive summary of the report is available on the NHSX website. You can also read a blog post by NHSX Director of Frontline Digitisation Dermot Ryan on how the findings of the report align with ongoing support for frontline digitisation.

Virtual and Hybrid Learning Faculty launch

HEE’s Technology Enhanced Learning (HEE TEL) team is expanding the Virtual Instructor Led Learning (VILL) project which aims to support the health and care education community to increase their confidence and capability as they transition to designing, developing and delivering learning and education virtually and in a hybrid way.

HEE COVID-19 latest updates

We have created a COVID-19 update webpage that provides guidance and information from HEE, which applies to all students and trainees. This webpage also includes HEE COVID-19 surge guidance.

To keep up to date with plans for medical training recovery, visit HEE COVID-19 webpages.

For the NHS to have consultants and GPs tomorrow, we must train them today

Read Prof Sheona MacLeod’s latest update on the recovery of training. HEE’s Deputy Medical Director discusses the ever-growing number of solutions educators are finding to support training recovery, which we have made available on the HEE website here.

Students encouraged to have both COVID jabs this summer

HEE is encouraging all health and care students and learners and those starting programmes in September, to ensure they have had both doses of a Covid-19 vaccine unless they are medically exempt.

Professor Mark Radford, HEE’s Chief Nurse, is leading HEE’s drive to encourage student vaccinations which will protect them, their families and those patients they may be caring for and enable them to take part in their clinical learning placements. This follows government guidance advising that those working in social care must be fully vaccinated and a number of NHS trusts are now requiring this from all patient-facing health and care staff. Read the full update here.

We are supporting all professions to rapidly grow to meet the needs of patients:

Medical

HEE responds to GMC survey with support for doctors in training
The General Medical Council (GMC) has published its National Training Survey 2021 which provides comprehensive data and insight into learning opportunities and training progression for doctors in training; their workloads and workplace experiences; and how training has adapted to the pandemic. Over 63,000 doctors took part in this year’s survey which gathers data for all of the UK.

The survey gives doctors in training a platform to be frank and open about their experiences. HEE will be working with the GMC, and our other partners, to review this valuable feedback and see where we can act to improve training further. Read the full update here.

Rise in doctors from BME backgrounds working in the NHS welcomed
HEE has welcomed the findings of the Medical Workforce Race Equality Standard (MWRES) 2020 report the first of its kind to explore race equality among England’s doctors.

The report has found that last year more than 53,000 doctors working in the NHS were from a black and minority ethnic (BME) background, up by more than 9,000, a rise of around one-fifth, since 2017. It also highlighted that BME doctors currently remain underrepresented in senior positions, including at consultant grade roles and in academic positions.

HEE provides OUP medical and nursing handbooks
Newly qualified doctors and junior doctors can tap into two invaluable resources as begin their transition during August rotation. Clinicians can get online access to 130 medical handbooks published by Oxford University Press (OUP) as well as Oxford Handbooks in Nursing and the ‘Emergencies In…’ series along with several key textbooks including the Oxford Textbook of Medicine.

Funded by HEE’s national NHS Knowledge and Library Services means the resource is free to the NHS in England and can be accessed 24/7 via the HEE/OUP site using their NHS OpenAthens account. To find out more, email us at knowledgeforhealthcare.england@hee.nhs.uk

Nursing

New research on perceptions of the postgraduate route into nursing
Research providing insights into the postgraduate pre-registration route to a nursing degree, including how to better engage with potential applicants and raise the profile of this route, has been published by HEE.

The research takes an in-depth look at a range of issues including the motivations for applying to postgraduate preregistration nursing programmes, potential barriers to applying and how these programmes can be effectively promoted at both a national and local level. The research also highlights the impact that the current pandemic has had for some in considering changing career, in part because of the value that health and social care have to society at this time.

Meet the nursing associates animation

Nursing associates bridge the gap between healthcare support workers and registered nurses to deliver hands-on, person-centred care as part of the nursing team. They work with people of all ages in a variety of settings in health and social care.

Our new animation showcases the role of nursing associates across different settings giving practical examples of the duties being carried out and the benefits they bring to employers. These benefits include improved service delivery and patient care, improved staff retention through career progression and contribution to widening participation.

Watch our new animation to find out more.

Allied health professions

AHP strategic workforce plan

The pre-pandemic NHS People Plan workforce planning illustrated that a minimum of 27,000 additional Allied Health Professionals (AHPs) will be needed by 2024 to meet future AHP workforce demand. This requires specific attention to AHP workforce planning at system level. HEE has received funding as part of a one-year Comprehensive Spending Review settlement to support and build AHP workforce supply across the health systems.

To support senior AHP leadership of this work within provider trusts, system and region we have written to provider trusts to offer a modest non-recurrent funding allocation in 2021/22 to build their organisation’s part of an AHP strategic workforce plan (including the support workforce) and to establish initiatives within the organisation to support workforce priorities across the 14 Allied Health Professions and to work with systems through the AHP Councils to build system thinking. The intended legacy of this investment is to provide organisations, systems and regions with dedicated insight into 14 AHP specific workforce issues and solutions.

AHPs represent the third largest workforce in the NHS, and include 14 distinct occupations including; art therapists, dietitians, dramatherapists, music therapists, occupational therapists, operating department practitioners, orthoptists, osteopaths, paramedics, physiotherapists, podiatrists, prosthetists and orthotists, diagnostic and therapeutic radiographers, speech and language therapists.

New multi-disciplinary mental health framework – Children and Young People Mental Health Inpatient Competence Framework

The Children and Young People (CYP) Mental Health Inpatient Competence Framework outlines the core competencies required for all staff working in CYP MH inpatients services. It provides a standardised, evidence-based, and compassionate approach to support the workforce to provide high-quality care for children, young people, and their families.

The project has been developed based upon extensive involvement and consultation with experts by experience, parents, carers, and families.

The NHSE/I Quality Taskforce worked with HEE to commission the National Collaborating Centre for Mental Health working in partnership with UCL to deliver this project.

Please share this framework widely with your children and young people’s mental health networks. In the upcoming months, we will support further discussions to inform high-quality practice using this framework.

If you have any questions or would like to find out more, please email mentalhealth@hee.nhs.uk or visit HEE CYP Mental Health webpages.

Workforce and education initiatives

Publication of the future of work experience discovery report

Work experience provides unique insights into NHS careers – the interactions, schedules, emotions, sensations and outcomes associated with the jobs on offer. The report recommends ways in which health and care provider organisations can use work experience to help achieve their recruitment objectives whilst making work experience opportunities more visible and the process of obtaining them easier and more equitable.

The recommended options outlined in the report are ambitious, including the development of a national work experience digital platform and service similar to NHS jobs. HEE will publish its official response to The Future of Healthcare Work Experience Discovery Report in the autumn. To read the report, go to http://www.hee.nhs.uk/workexperience.

Key messages and links to 23 July 2021

Welcome to Health Education England’s regular stakeholder bulletin.

In this bulletin we will provide:

  • Latest messages from our Chief Executive
  • COVID-19 latest updates
  • Overview of HEE education and training news
  • An update from your regional office

Weekly messages from HEE

Read recent messages from Dr Navina Evans, Chief Executive, HEE:

HEE looking to the future for the health and social care workforce
HEE has been commissioned by the Minister of State for Care, Helen Whately, to work with our partners and review long term strategic trends for the health and social care workforce.

This will review, renew and update the existing long term strategic framework for the health workforce, HEE’s Framework 15, to help ensure we have the right numbers, skills, values and behaviours to deliver world leading clinical services and continued high standards of patient care. For the first time ever, the framework will also include registered professionals working in social care, like nurses and occupational therapists.

Make sure your voice is heard

HEE has launched its formal ‘Call for Evidence’ aimed at developing a shared understanding of the future of the health and care workforce. We want to hear from as many stakeholders and partners as possible, including people who need care and support, patients, carers, members of the workforce, as well as students and trainees. Please complete the survey today.

This Call for Evidence will support the development of a long term strategic framework for health and social care workforce planning. This will review, renew and update the existing 15-year strategic framework for workforce planning, Framework 15. While Framework 15 focused on health only, this update will extend into social care, encompassing regulated professionals in social care for the first time.

HEE COVID-19 latest updates

We have created a COVID-19 update webpage that provides guidance and information from HEE, which applies to all students and trainees. This webpage also includes HEE COVID-19 surge guidance.

Minimising disruption and avoidable extensions caused by COVID-19’

In the second of a series of regular updates on the recovery of training, HEE’s Deputy Medical Director Sheona MacLeod, discusses how HEE is supporting educators to meet with doctors in training and understand their individual competence gaps and to mitigate the number and length of extensions to training.

We are collating a wide range of training intervention case studies from across the country. These will be added to over the next few weeks, and we are keen to encourage all employers, educators, and trainees to consider whether any of these solutions will help training progression for them individually or within their local area or region. Also, please share your training recovery suggestions with us at policyandregulation@hee.nhs.uk.

Enhancing Junior Doctors’ Working Lives
Trainee doctors have shared their views on their training, working lives and wellbeing in a report, published today by Health Education England (HEE).

Enhancing Junior Doctors Working Lives (EJDWL) is a detailed look at how HEE has supported its trainee doctors over the last year. During 2020, many of them have had their education impacted by the COVID-19 pandemic. HEE would like to take this opportunity to say thank you to everyone involved: trainees and trainers, HEE and system colleagues, and the front-line NHS who form the pillar of the NHS community.

Flexible working options, more dynamic recruitment rounds, and a review of the assessment and progression process are some of the positive actions recognised by trainees in this year’s report. HEE has committed to embed the lessons learned from the COVID pandemic into everyday working, and to integrate new processes and approaches to support education and training in the future.

Pharmacy

The Trainee Pharmacist Foundation Year Programme

Over 500 pharmacy employers, education leads and training providers joined our webinars with NHSE/I and the General Pharmaceutical Council earlier this month, to focus on the implementation of the 2021/22 foundation training year.

This system-wide approach was a great opportunity to explain the key changes to education and training initiated by the regulator earlier this year, and to showcase brand new resources available to help support the changes.

You can find out more on our trainee pharmacist foundation year website.

Download the webinar resources from our dedicated designated supervisor page.  If you have any questions about the initial education and training of pharmacists and foundation training, please contact traineepharmacist@hee.nhs.uk.

New Individual Placement Support mental health career resources to share – employment specialist role

We are pleased to launch a new Individual Placement Support (IPS) career resource, hosted on the elearning for healthcare website, to raise awareness of the IPS employment specialist role.

These animated videos support IPS evidence-based services in promoting roles that provide employment support services integrated within community mental health teams for people who experience severe mental health conditions.

The NHS Long Term Plan is committed to supporting an additional 35,000 people with severe mental illnesses where this is a personal goal to find and retain employment by 2023/24. To help us achieve this commitment, please share these resources with your networks to attract people to work in this rewarding role.

This animation is part of a series of workforce initiatives and will complement the emerging IPS recruitment hub launching August 2021. If you have any questions or would like to find out more, please email mentalhealth@hee.nhs.uk or visit the Individual Placement Support programme elearning for healthcare webpage.

The Future of Clinical Bioinformaticians in the NHS: An Assessment Report and Recommendations to Build and Boost the Future Workforce

HEE’s Digital Readiness Programme has commissioned a report to evaluate the current situation and shape the future of the clinical bioinformatics workforce in the NHS.

Clinical bioinformatics is the application of bioinformatics in clinical settings to improve the delivery of patient care. Clinical bioinformaticians are already an important workforce in the NHS and with the proliferation of digital technologies, their importance is set to increase. This two-phase project aims to assess the retention and utilization of clinical bioinformaticians in the NHS trusts, as well as to develop and implement necessary strategies for improvement. Read the report and provide feedback on the 10 recommendations that have been developed to improve the future of clinical bioinformatics as a profession in the NHS

Professional communities and networking for Health & Social Care informatics specialists: Consultation report

In 2020, HEE commissioned a discovery project to understand the needs of health and social care informatics professionals and their participation and involvement in networks, to improve professional and service development in the future. Through this work five recommendations were developed.

However, there were some gaps in this engagement from people early on in their careers and within certain sectors of the NHS and Social Care. In view of this, HEE decided to further test the recommendations with those that had not had an opportunity to input in the discovery project and this report gives an overview of these additional findings.

Resources developed to help reduce the impact of antibiotic resistance

We have launched two new videos to help support health and care staff in a variety of settings to understand and prevent the threats posed by antimicrobial resistance.

These video resources have been developed by HEE in collaboration with Public Health England (PHE), NHS England and NHS Improvement, Care Quality Commission and National Institute for Health and Care Excellence. They can be found on HEE’s YouTube Channel: https://youtu.be/wgqgqZIv8n4 and https://youtu.be/ONAivOFFV4A.

HEE provides two invaluable resources for clinicians in training

Newly qualified and junior doctors along with trainee pharmacists can tap into two invaluable resources as begin their transition during August rotation.

Our NHS Knowledge and Library Services team funds online access to over 130 medical handbooks published by Oxford University Press (OUP) and the clinical decision-making tool, BMJ Best Practice.

Both resources give clinicians an additional boost to their professional expertise and reassuring them they are making the right decisions backed by trusted evidence 24/7. All titles in the Oxford Medical Handbooks series as well as Oxford Handbooks in Nursing and the ‘Emergencies In…’ series are included while BMJ Best Practice provides step by step guidance on diagnosis, prognosis, treatment and prevention as well as medical calculators, how-to videos and patient information leaflets.

Get the handbooks at HEE/OUP site and BMJ Best Practice at bmj.com/hee . Both available via NHS OpenAthens (instructions here) or if you need help getting access please ask your Trust library team – they’ll be happy to guide you!

Stakeholder Briefing – Issue 38

Posted on: July 12th, 2021 by Rachel Gowland No Comments

Key Messages and links to 08 July 2021

Welcome to Health Education England’s regular stakeholder bulletin.

In this bulletin we will provide:

  • Latest messages from our Chief Executive
  • COVID-19 latest updates
  • Overview of HEE education and training news

Weekly messages from HEE

Read recent messages from Dr Navina Evans, Chief Executive, HEE.
It has been, without doubt, one of the toughest years in the history of the NHS – and yet, where would we be without it?

Dr Navina Evans marks NHS73 birthday with special thank you message to NHS staff

We must unite training and service recovery

In the first of a series of regular updates on the recovery of training, HEE’s Deputy Medical Director Sheona MacLeod, highlights the positive impact of unifying service and training recovery both now, and for the future.

Following the intense winter with COVID we are all acutely aware of the impact of the pandemic on all NHS clinical services. However, perhaps a less talked about, but equally significant issue for short-term recovery and the longer-term sustainability of these services, is the urgent need to get the training back on track for large numbers of postgraduate medical trainees. Read the full update on how HEE is working with the system to fund and support doctors to progress through training.

Building a more supportive culture for returning trainees

HEE has launched a new video to encourage a positive training environment for trainees returning to training after time away. The film features an array of people promotion a supporting culture for returning trainees: from trainees themselves to consultants, academics such as Professor Michael West, and NHS leaders, including HEE’s Dr Navina Evans and NHS England and Improvement’s Prerana Issar.

The SuppoRTT (Supported Return to Training) programme recognises that every trainee will have different needs when they return to training and provides tools and resources to enable all trainees to feel confident, supported and prepared to return to training, whatever their formal training programme. This promotes trainee wellbeing and safe, high quality patient care.

By encouraging a supportive culture at every level, we want to ensure that every trainee is able to explain where they are up to and what specific support they need.

Find out more and watch the video.

Record numbers of doctors join NHS specialty training

New data from HEE shows record numbers of doctors joining NHS specialty training programmes with more applicants, more posts and the highest ever fill rate, which is positive news for patients and the NHS.

The 2021 fill rate for England is 99.18 per cent across all specialties showing year on year improvement for four years running. 7846 doctors, an increase of 282 doctors over 2020, have accepted posts despite the challenges of the pandemic in delivering the recruitment exercises. The data shows recruitment for posts in England starting in August 2021, across all medical specialities.

Pharmacy

The Trainee Pharmacist Foundation Year Programme

Don’t miss our joint webinars with NHS England and NHS Improvement and the General Pharmaceutical Council. These webinars explore how the Initial Education and Training reform programme will be implemented in the 2021/2022 foundation training year (the new name for the pharmacist pre-registration training year). We were delighted to meet employers in primary care, hospital and education leads on 1 July. We now look forward to meeting community pharmacy employers, leads and training providers on Tuesday 13 July. Please save the date and join on Teams:

Community Pharmacy Workforce Survey (CPWS)

The CPWS closed on Friday 25 June. Our research partners are now starting data cleansing and analysis, with a final report due out in Autumn 2021. Please contact pharmacyteam@hee.nhs.uk for more information.

Workforce and education initiatives

HEE has launched a dedicated website for Advanced Practice

Building a recognised and visible advanced practitioner workforce is a priority for the NHS; there is a clear and identified need for highly experienced clinicians who are trained to an advanced level of practice.

HEE established the Centre for Advancing Practice to oversee the workforce transformation of advanced level practice, by establishing and monitoring standards for education and training, accrediting advanced level programmes, supporting and recognising practitioners, and growing and embedding the advanced and consultant practice workforce.

Blending across continents

The Blended Learning programme team is co-ordinating a series of three international roundtables with colleagues in California. Bringing together nursing leaders, subject matter experts and influencers ‘Sharing thoughts on simulation, regulation and workforce management’ will allow the invited participants to share ideas, data, experience and expertise to increase the impact of research. The series will result in the joint publication of a report (whitepaper) from the discussions and learning after the last event in November.

The first meeting took place on 30 June and focused of the impact of emerging technologies and simulation in the education and training of the current and future workforce. It was fully attended by all invitees with a lot of enthusiasm and drive to progress this agenda for nursing education and overall healthcare education.

Future round tables will look at ‘How can assurance be provided to regulators when using emerging technologies and simulation in education and training to meet required regulatory standards/ outcomes?’ and finally ‘How will emerging technologies, simulation and regulation impact the workforce in relation to new roles, new ways of working, recruitment, retention, upskilling and shortages?’

Estates and facilities apprenticeships employer engagement event
HEE will host an estates and facilities apprenticeships employer engagement event on the afternoon of 12 July.

The event will deliver useful information and discuss practical steps for employers that are considering using apprenticeships within NHS Estates and Facilities directorates. The event will provide the opportunity to discuss a wide range of apprenticeships applicable to Estates and Facilities including cleaning, hospitality, leadership, painting and decorating, joinery and engineering.

To register for the event please click here.

New County Lines Exploitation session added to All Our Health programme
A new elearning session to help health and care professionals protect vulnerable children from exploitation has been developed by HEE elfh and Public Health England.

The UK Government defines County Lines as a term used to describe gangs and organised criminal networks involved in exporting illegal drugs into one or more importing areas within the UK, using dedicated mobile phone lines or other form of ‘deal line’.

This new bite-sized resource, part of the All Our Health programme, helps health and care professionals to improve their knowledge of County Lines activity and offers advice on how they can support families and young people at risk of exploitation. For more information and to access the free County Lines Exploitation session, visit the All Our Health programme page.

SCRIPT: supporting safer prescribing practices in primary care
The SCRIPT elearning portfolio for the primary care workforce includes 24 modules in 4 categories, developed for GPs, GP trainees and other prescribing staff in primary care settings. The modules cover a range of therapeutic topics relating to prescribing and medicines safety in primary care settings, including:

  • Principles of Prescribing
  • Therapeutic Groups
  • Prescribing in Medical Emergencies
  • Prescribing in Special Circumstances

You can learn more about the SCRIPT elearning programme by visiting the SCRIPT website.

Learning Hub – roadmap published
HEE’s TEL team has published the roadmap for the Learning Hub to show the features and functionality that are planned for the digital platform in the coming months.

The Learning Hub is a digital platform that provides easy access to a wide range of education and training resources for the health and care workforce. Organisations and users can contribute and share resources for those in health and care to access.  The success of the Learning Hub relies on new resources being added.  It is encouraging to see more content being contributed and it would be great if even more people shared their resources for other colleagues to benefit from.

For more information about the Learning Hub follow us on Twitter: @HEE_TEL and visit the Learning Hub website to read about our journey so far. If you have any questions or would like to explore how the Learning Hub could support you and colleagues email enquiries@learninghub.nhs.uk.

Reset, recovery and reform

‘Throughout history, it has often taken a crisis to drive such rapid evolution’

HEE COVID-19 latest updates

We have created a COVID-19 update webpage that provides guidance and information from HEE, which applies to all students and trainees. This webpage also includes HEE COVID-19 surge guidance.

HEE recently published a series of short animations to help keep doctors in training up to date with training recovery and explain how we are getting training back on track, flexible training opportunities available, and wellbeing resources. To keep up to date with plans for medical training recovery, visit HEE COVID-19 webpages.

We are supporting all professions to rapidly grow to meet the needs of patients:

National Education and Training Survey is now live
HEE’s 2021 National Education and Training Survey (NETS) is now live, giving students from across the country the chance to provide feedback on their clinical placement experience.

NETS collects opinions from students about their time in clinical placements to capture information on their learning experiences, what they thought worked well and what they think could be improved.  First piloted in 2018 and run twice a year, the survey is the only one of its type to cover multiple professions and the survey results provide vital feedback used to improve the quality of clinical placements across England.

The survey will run until midnight on Friday  23 July 2021. To take part in the survey go to https://poll.hee.nhs.uk/s/netsjune21/

Medical

Medical trainees join senior leaders to discuss tackling health inequalities

HEE learners and doctors in training were given the opportunity to put questions to Chief Medical Officer for England, Dr Chris Whitty, and Director of Education and Quality and Medical Director at HEE, Professor Wendy Reid, at the National Trainee Engagement Forum (NTEF) Insight Event on 9 June, 2021.

Find out more on Dr Raees Lunat and Dr Vidushi Golash, NTEF co-chairs and clinical fellows to the Medical Director at HEE, as they reflect on the event here.

Nursing

Expansion of clinical placements gets £15m boost

We have pledged £15m to fund additional clinical placements across nursing, midwifery, allied health professionals (AHPs) and healthcare science, in 2021/22.

This funding will increase the number of placements offered to nursing, midwifery AHP, and healthcare students from September 2021, and will enable HEE to deliver the future health and care workforce in sufficient numbers and with the skills the NHS needs.

Education providers are anticipating a significant growth in student numbers this year across the healthcare professions. Applications in England have risen by 34% for nursing and 27% for AHPs and the expansion of clinical placements will enable providers to meet this demand.

Maternity

HEE adds new midwifery degree to blended learning programme

The introduction of a new blended learning degree in midwifery has moved a step closer as we announced four universities who will deliver the degree by March 2022.

The midwifery degree is the latest qualification to be included in HEE’s blended programme. It joins the nursing degree that was announced in July last year to help boost the nursing workforce and support the vision to open up the nursing profession to a much wider group of people. Students will emerge with a Bachelor’s degree in midwifery after 20 months to three years training depending on the chosen pathway.

Pharmacy

Community Pharmacy Workforce Survey (CPWS)

The deadline for the CPWS has been extended to Friday 25 June to ensure that we receive the maximum number of responses possible. This survey will help us to raise visibility of the community pharmacy workforce and help us to target education and training support to where it is most needed. Direct communications have been sent to pharmacy contractors to advise them of the extended deadline and encourage them to complete the survey. Please contact our research partners on CPWS2021-queries@manchester.ac.uk for more information.

Pharmacy Technicians – 10-year anniversary as a registered profession
